American Recovery & Reinvestment Act (ARRA) of 2009

Sioux Gateway Airport / Colonel Bud Day Field

Description of the Investment:
Sioux Gateway Airport/Col. Bud Day Field will utilize ARRA funds to renovate the Airport Terminal Building. This renovation consists of replacing health and safety equipment that has exhausted the service life of the installation; improve the energy efficiency of the mechanical and electrical systems in the facility; improve the overall travel experience of airport users; improve the appearance and amenities of the Terminal Building and enhance the security systems to improve passenger, tenant and employee safety. The anticipated benefits of the Terminal Renovation project consist of reducing operation costs and dependancy on fossil fuels; improved safety and security; enhanced appearance to maintain existing airline service and to be better positioned for additional air service.

Total Estimated Cost:
The total estimated cost of the Terminal Renovation Phase 2 is $5,127,989.00.

Amount of ARRA Funds:
Sioux Gateway Airport/Col. Bud Day Field (City of Sioux City) will receive $3,965,686.00 in ARRA funds to renovate the Terminal Building.

Transit Department

Description of Investment:
The Sioux City Transit System received FTA Stimulus funds as well as additional stimulus funds allocated by SIMPCO. These funds were used to purchase additional buses.

Amount of ARRA Funds:
From FTA: $350,000
From SIMPCO Allocation: $84,000

Engineering Division

Description of Investment:
Funds have been provided through the American Recovery and Reinvestment Act (ARRA) for the reconstruction of South Martha Street, from Gordon Drive to Stone Avenue; and the resurfacing of 5th Street and Iowa Street in the downtown area.

Amount of ARRA Funds:
South Martha Street: $792,853
3rd and 5th Streets: $495,533

Planning and Neighborhood Services Division

Description of Investment:
Funds have been provided through the American Recovery and Reinvestment Act (ARRA) for the City of Sioux City to administer a Lead-Based Paint Hazard Control Grant program. The program develops, demonstrates, and promotes cost-effective, preventive measures to correct lead-based paint hazards that produce serious effects in children, with a particular focus on low income households. The program is committed to supporting HUD's strategic goal of strengthening communities by addressing housing conditions that threaten health.

Amount of ARRA Funds:
$1,983,747

Description of Investment:
The City of Sioux City has received funds as part of the Homelessness Prevention and Rapid Re-Housing Program. The program is part of the American Recovery and Reinvestment Act and is intended to provide financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management.

Amount of ARRA Funds:
$779,497

Description of Investment:
The City of Sioux City has funds as part of the Community Development Block Grant - Recovery Program. The program is part of the American Recovery and Reinvestment Act and is intended to enable the City of Sioux City to undertake a wide range of activities intended to create suitable living environments, provide decent affordable housing and create economic opportunities, primarily for persons of low and moderate income. Under the Recovery Act, recipients shall give priority to projects that can award contracts based on bids within 120 days of the grant agreement.

The City of Sioux City has budgeted CDBG-R Funds as follows:

General Administration - $50,948
Rose Hill Urban Renewal Area Retaining Walls Phase II - $106,991
Greenville Urban Renewal Area Public Improvements - $106,991
Jones Street Urban Renewal Area Public Improvements - $106,992
Elderly and Disabled Repair Program - $137,559

Amount of ARRA Funds:
$509,481

Description of Investment

The City of Sioux City is the recipient of $650,000 of American Recovery and Reinvestment Act (ARRA) Brownfields Revolving Loan Funds (RLF) from the US Environmental Protection Agency (EPA). The City's RLF program is to be used to make loans for the purpose of cleaning up contaminated sites for redevelopment. The ARRA RLF funds are targeted for use toward the used hazardous waste and asbestos cleanup and a $200,000 loan is earmarked for petroleum contamination cleanup on the KD Station site.

Total Estimate Cost:
The total estimated cost of the KD Station site cleanup and demolition is over $4 million.

$450,000 loan for hazardous waste and asbestos cleanup
$200,000 loan for petroleum contamination cleanup
