Neighborhood Stabilization Program Request for Development Proposals
The City of Sioux City’s Community Development Department will be advertising for two Request for Proposals (RFP) to obligate additional Neighborhood Stabilization Program (NSP) dollars. NSP funds are intended to provide assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. Additional eligible uses for NSP funds include acquisition, rehabilitation, economic development, new construction, and other bricks-and-mortar activities.
These two RFPs would assist developer(s) in building new residential units in Sioux City’s near northside neighborhood. Both project sites are currently owned by the City. We anticipate advertising both RFPs beginning Monday, March 1, 2010.
The first project would be located at 1620 Ingleside. This lot is 12,100 square feet, is currently vacant, and lies within the Jones Street Urban Renewal Area. Ingleside Avenue is the main traveled way through this neighborhood and is therefore a highly visible location. We are looking for proposals to construct a single-family home at this location that would be economical, attractive, sustainable, and durable.
The second project would be located at 1302 Douglas Street. This site was formerly the location of a blighted, multi-family structure and is now vacant. The City has since purchased the property and demolished the previous structure. The RFP for this project outlines a vision for redevelopment and includes a design that must accommodate a multi-family rowhouse development. Proposals for 1302 Douglas must also include off-street parking and green space.
City staff are excited about the opportunity to assist with infill, residential development on both of these properties. Additionally, NSP is a great way to assist with both of these projects. During discussions with our representative at the Iowa Department of Economic Development, it was noted that these types of projects position Sioux City as a leader within the Iowa NSP program.
